I have listed responses from out Technical Services Supervisor below and attached our policy for reference. I hope this is helpful.
1. Which division or section oversees your Evidence Unit? Criminal Investigative Bureau.
2. What are the advantages and disadvantages of your current organizational structure? Advantage – most follow up investigations where evidence is needed to establish probable cause come from detectives. This allows for an integrated system where detectives & crime scene personnel work hand in hand.
Disadvantage – most evidence is submitted by Patrol where a stigma has developed of an us versus them. Lack of accountability for errors and follow-up due to a separate chain of command.3. If your agency has undergone a similar transition, what lessons were learned?
Our evidence section has been under the Investigative Services Bureau for 30+ years so any previous lessons have been lost through attrition.Attachments:

Our agency uses a risk analysis to score if SWAT will be used. Most ICAC cases end up with our whole SWAT team being used due to not having a specific suspect identified that we can pick-up off-site and serve the warrant in a more controlled manner.

Our agency does an audit of all high liability property every time the evidence supervisor changes or retires, regardless of where they go or who they are. It generally takes 8 people a full day to complete, and we do not do another one when the replacement comes in. We do quarterly audits/inspections also.
