Good afternoon Richard. I am also the one that handles this reporting for our department. I go out to the FIBRS portal, under “Use of Force Submission” I select “Search” and since I haven’t has any reportable incidents, I know I’m looking for a Zero report. I then take a screenshot showing our zero report. While typing this, I am in the portal, and everything still works fine for me.
