Inmate Reading Materials

Good afternoon,

For jails that do NOT have tablets, and have gone to electronic mail via kiosk, are you also allowing inmates to receive reading materials such as newspapers, publications, books from the publisher/amazon, etc. from outside sources? Or are reading materials restricted to electronic mail on the kiosk and book carts in the facility only? This is of course excluding legal and privileged mail.
