    Good afternoon
    Our Financial Crimes unit is seeking information from other agencies on several topics if anyone can help:

    What are your monetary thresholds for assigning financial crimes cases? Ours is currently at $750
    Does a known suspect not being in the area of the reported agency factor in on some cases, regardless of the threshold set?
    How does your agency handle mail theft/bank fraud cases? If a check was stolen from a mailbox do you direct victims to report it to the US Postal Inspection Service and not assign it?

    Just looking for how other agencies are handling these types of cases because they become overwhelming with the amount of postal cases and assigning the lower dollar amount cases. Looking to increase threshold for case assignments.

    My apologies for the long post. We are re-vamping our entire Special Operations Section.

    Our Special Operations Captain is looking for agency policies related to a “Special Operations Section” which would include other units besides SWAT. For example, if your marine patrol, field force, bike patrol, and/or K-9 unit are part of a special operations section and you have an overall directive that includes these areas, would you please share?

    Also, does your agency consider mobile field force as a “high risk incident”?

    Finally, if you have a policy related to riots and demonstrations, will you please share?

    Attached is our policy for wording (page 21), but we don’t put those things specifically in the policy because they are listed in the General Records Schedule.

    GS2 has items that pertain to this:

    INTERNAL INVESTIGATION RECORDS: FINAL ACTION SUMMARY Item #59
    This record series serves as the final action summary of investigations of allegations of employee or officer misconduct and/or violation of law enforcement agency regulations or orders, state or federal statutes, or local ordinances. Investigations may also cover discharge of firearms or other use of physical force. The completed investigation file is scheduled separately based on the nature of the outcome (sustained formal, sustained informal, or not sustained/unfounded/exonerated). The statement of final action may take many forms, including a memorandum, correspondence, logs, or reports.
    RETENTION: Retain as long as the Personnel File.

    INTERNAL INVESTIGATION RECORDS: NOT SUSTAINED/UNFOUNDED/EXONERATED Item #136
    This record series documents the investigation of allegations of employee or officer misconduct and/or violation of law enforcement agency regulations or orders, state or federal statutes, or local ordinances. Investigations may also cover discharge of firearms or other use of physical force. These records document cases in which the charges were determined to be unsustained or unfounded or the employee or officer was exonerated. The series may include, but is not limited to, statements by the employee, witnesses, and the person filing the complaint.
    RETENTION: 1 anniversary year after final disposition.

    INTERNAL INVESTIGATION RECORDS: SUSTAINED FORMAL Item #134
    This record series documents the investigation of allegations of employee or officer misconduct and/or violation of law enforcement agency regulations or orders, state or federal statutes, or local ordinances. Investigations may also cover discharge of firearms or other use of physical force. These records document cases in which the charges were sustained and formal discipline administered. “Formal discipline” shall be defined as including demotions, removals, suspensions, or similar
    action. The series may include, but is not limited to, statements by the employee, witnesses, and the person filing the complaint.
    RETENTION: 5 anniversary years after final disposition.

    INTERNAL INVESTIGATION RECORDS: SUSTAINED INFORMAL Item #135
    This record series documents the investigation of allegations of employee or officer misconduct and/or violation of law enforcement agency regulations or orders, state or federal statutes, or local ordinances. Investigations may also cover discharge of firearms or other use of physical force. These records document cases in which the charges were sustained and informal discipline administered. “Informal discipline” shall be defined as including written or verbal reprimands, memoranda,
    or similar action. The series may include, but is not limited to, statements by the employee, witnesses, and the person filing the complaint.
    RETENTION: 3 anniversary years after final disposition.
