Good day,
The Miami-Dade Corrections and Rehabilitation Department is seeking information regarding “officer-to-inmate ratios.” We would greatly appreciate it if you could take a few minutes to answer a few questions we have on this topic
1. What is your agency’s officer-to-inmate ratio when directly supervising third-generation (general population) inmates? How do you handle going above that threshold?
2. What is your agency’s officer-to-inmate ratio for inmates requiring Direct Observation (defined per FMJS as: Continuous visual observation 24 hours not to exceed 15
minutes for adults and 10 minutes for juveniles)? Do you require one officer to one inmate, or does your agency allow one officer to supervise multiple inmates
under Direct Observation?
3. Does your agency allow video surveillance for Direct Observation as a primary way to monitor inmates that are under Direct Observation, or does a staff member have
to be physically present with the inmate?
4. What is your agency officer-to-inmate ratio in the housing units/cell/dorm that is specified for acute mental health patients (I.E. suicidal/homicidal thoughts and
behavior)? Additionally, are sight checks in those areas conducted by sworn staff or medical staff?
5. Daily, does your department budget for unplanned positions (transporting inmates to the hospital for medical emergencies, standing guard at a broken door or gate
until maintenance staff arrives to repair it, etc. or do you simply hire overtime to handle such situations?
