Issuance of Badges for Non-PD Members

Good morning everyone!
Does any agency out in PAC world issue badges to non-police members (such as council/commission members)? If so, do you also have them sign a form or an agreement outlining their responsibilities of receipt of the badge (i.e., not acting in the capacity of a law enforcement officer, etc.). I would greatly appreciate the share.
