FCAC 29.04 Indigent writing materials and postage

Good afternoon,

For those jails that have transitioned to electronic inmate mail, are you still providing indigent inmates writing materials and postage as required in 29.04?

Is anyone providing electronic mail/messaging to indigent inmates at no cost, instead of or in addition to the standard requirements?
