4. The use of Moving Roadblocks may be used:
a. During a vehicle apprehension, only as a last resort, and must be approved by a lieutenant or higher authority.
b. When the vehicle driver/occupants being pursued committed an act in which the use of deadly force is authorized.
c. This does not limit the use of traffic escorts.
